CPackRPM: debuginfo dependencies

debuginfo rpm packages don't require corresponding binary packages now. So it is possible to upgrade binary packages while keeping incompatible debuginfo packages installed.

Shouldn't every debuginfo package require the corresponding binary package of exactly the same version?
