Support erroring on component-less install rules

It would be nice if install() calls could error on calls that do not specify a component based on a variable (similar to CPACK_ERROR_ON_ABSOLUTE_INSTALL_DESTINATION). This can help projects catch places where a component was missed. Another feature could be "here's a list of valid components" and install rules must use one of those components (to catch typos).
