Support Python Project files for Visual Studio

Visual Studio has been for sometime supporting Python Tools for Visual Studio. There is the dedicated project file extension ".pyproj" for this purpose. It would be nice if we can generate such project files from CMake.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
