CMAKE_INSTALL_LOCALSTATEDIR does not honor CMAKE_INSTALL_PREFIX

Hi,

I'm using cmake 3.9.5. I've tried using GNUInstallDirs CMAKE_INSTALL_LOCALSTATEDIR to refer to /var. This works great. But I f I change the CMAKE_INSTALL_PREFIX to a path in my home directory, CMAKE_INSTALL_LOCALSTATEDIR does not take this new prefix into account. Is this intended?
