Revise the list of commands that are available when building CMake itself.

When bootstrapping CMake, only a subset of all CMake commands is available. This subset contains some commands which are unnecessary (eg fltk_wrap_ui). It further does not contain commands that we should start using once version 3.1 is requried (eg target_include_directories). The full list of commands should be revised.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
