Adding feature detection algorithms

This commit adds feature detection algorithms to VTK-m.
These are added to VTK-m on behalf of Saumya Dutta (sdutta)
from [here](https://gitlab.kitware.com/sdutta/stat_feature_detect_vtkm) using the `optimized_code_2` branch
