cdash -p is very picky about paths and remarkable quiet when things go wrong
This patch specifies the location of the proto compiler exactly.

With newer git the submodules .git files may be in the toplevel .git directory under modules.

The bounds too scale the prism view where not being synchronized between
the client and server views.

The prism plugin was changed from being in two parts to being a single plugin.

Merged Prism plugins into a single plugin.

Fixed pqProxyGroupMenuManager to not depend on prototypes. This is essential to
ensure that plugins with custom SMProxy subclasses can be loaded correctly in
client-server configurations.

This fixes a few tests which were failing to find
their required files because the files moved in the
ParaViewData repository.

When cross compiling, we need to use the protoc executable that the host tools
build pass made. None of the build helper executables exist in the cross
compile directory.
