Update castxml version check

Current version of CastXML on PIP (at least on Windows) is 0.4.x, while APB checks for 0.3.x exclusively.

This MR sets version check by APB to 0.4.x exclusively

I am assuming we want to mandate 0.4.x for the commenting and other new features updated by CastXML's recent minor release, unsupported in 0.3.x

MR is draft as manylinux wheel doesn't seem to be updated yet
