Move TestBasicQtApp into SimpleQtApp

Jaswant Panchumarti (Kitware) requested to merge jaswant.panchumarti/paraview:simple-qt-app into master
  • simple_qt_app will be built as a normal qt client.
  • the plan is to make this a minimal Qt example restricted to a working feature set.
