Replace the old toolbar buttons with shiny new ones.

Eliminate the pqFeatureReaction class in favor of using SMTK's new qtOperationAction instances as provided by qtOperationTypeModel.

Note this also bumps CI images to get changes from SMTK required for the toolbar-button qtOperationActions.
