Update documentation build stuff.

• Make the documentation build-option behave like SMTK's (named aeva_build_documentation instead of aeva_enable_documentation and accepting 3 enum values: never, manual, and always).
• Remove doxygen dependency (this repo will hold user docs, not developer docs).
• Bump Sphinx and its add-on versions forward.
• Add a tutorials stub.
