The previous commit fixes the mismatch that arose in the image (released
as part of setuptools 62.1.0).

Newer `setuptools` releases have changed the build platform directory to
be distinct per implementation. Since setuptools versions disagree,
hard-coding the build directory is no longer a valid approach. Instead,
query `distutils` where it thinks things will be placed.

Note that `distutils` is slated for removal in Python 3.12, so some
replacement will need to be found for that version.

For some reason, 3.10 wheels now get detected as `universal2` (but not
3.9…). Suppress this logic and just force the issue so that the wheels
are not improperly tagged.

We do not make `universal2` binaries, so any detection of such is a
failure.
