[refact] Delete Velodyne Meta Packet Interpreter

The velarray support is not accessible in the open source plugin version. The Meta Packet Interpreter have a relatively high development cost for no usable feature, we decided to delete the class and rename Velodyne Legacy Interpreter to Velodyne Packet Interpreter.
