Add ParaView plugin for PCL into LidarView superbuild.

PCL has been upgraded from 1.8 to 1.9 for compatibility.

NOTE: This plugin needs ParaView 5.5.0 as minimum version. As LidarView currently uses ParaView 5.4.0, we need to wait for LidarView upgrade.

Update PCL version to 1.9 and add PCL plugin in superbuild.
