[feat] Add few reactions for new LidarView UI

Changes:

• Add a reaction to show/hide python shell dock and for the measurement grid
• Add the default lidar background in palette list
• Check if the writer is available for save lidar frame
• Enable/disable automatically save pcap button
• Change icons of advanced arrays button
• Add a ruler toolbar
• Hide not used standard view actions in LidarGridView xml directly instead of lqViewFrameActions
• Add a change scalar color preset button in color toolbar
• Refactorize PythonModuleInstaller to install any file
