Build LidarSlam lib as STATIC

Nicolas Cadart requested to merge BuildLidarSlamLibAsStatic into master

LidarSlam lib is now built as a static library. Therefore, LidarSlamPlugin does not link anymore at run-time on LidarSlam. This simplifies the update/sharing/loading/packaging of this plugin.
