[ci] Enable to trigger any branch via web interface

Nick Laurenson requested to merge CI/EnableToTriggerPippelineViaWebInterface into master

Before, when trying to run a pipeline via the web interface, this was only possible for master, because otherwise the "Pipeline filtered out by workflow rules."

Tested by creating a create a branch in LidarView, that point to this ci script. Then is was possible to trigger this branch via the web interface. This lead to the following pipeline
