[feat] Add python pipeline setup helpers module

This Adds wrappers around paraview.simple functions in order to make pipeline scripting easier.

I currently use them for video generation as I often use similar pipelines so I've put them into Utilities/Examples Where do you think it would be located best @nicolas.cadart @melanie.carriere?
