Update developer guide (part 2)
- Update CMake version in Windows dependencies : SLAM needs at least 3.9, and we should avoid using 3.17.4, 3.18.0 or 3.18.1 on Windows (more info cmake/cmake!5094 (merged))
- Add doc to tell that more features can be enabled in LidarView by enabling additional external libraries in superbuild. Give SLAM example, and add link to How to SLAM with LidarView tutorial.
- Add to troubleshooting section some info about using superbuild if a system Boost is installed and if some environment variables are hiding local Boost libs.
