Fix getshiftedlevelzeroindex method

Jacques-Bernard Lekien requested to merge fix-getshiftedlevelzeroindex into master

Change the method signature. Better consideration of the HTG 1D and 2D case excluding XY. Extend the vtkRandomHyperTreeGridSource test to ensure the sustainability of this fix.
