vtk-config: export VTK_PYTHON_VERSION

Ben Boeckel requested to merge ben.boeckel/vtk:vtk-python-version into master

This allows consuming projects to more easily agree with the internal VTK Python if more than what VTK provides via the VTK::Python module is required.
