Fix bands in charts

Utkarsh Ayachit requested to merge utkarsh.ayachit/vtk:fix-bands-in-charts into master

Tile scaling and chart view didn't work as expected. When saving images larger than the window size, for example, charts would often have bands due to incorrect scissor (see paraview/paraview#17308 (closed)). This addresses that issue.
