Adding a StepColorSpace that use only top color

Mathieu Westphal (Kitware) requested to merge mwestphal/vtk:StepColorSpace into master

This adds a new ColorSpace, VTK_CTF_STEP, that simply color an interval by it's top color. It also add setter methods and test for it.
