gitlab-ci: use CI to upload release artifacts to the website

Ben Boeckel requested to merge ben.boeckel/vtk:ci-upload-jobs into master

This gets rid of a lot of manual downloading of artifacts from the pipeline.

Also simplify the instructions now that CI does most of this heavy lifting.

I'd like to test this with a trimmed down mock run to show that the command is generated correctly, but I haven't done that yet.
