New vtkProbeLineFilter

Yohann Bearzi (Kitware) requested to merge yohann.bearzi/vtk:probe-line-rebased into master

This filter is to replace the Plot Over Line filter in ParaView, with an extra functionality: inputs with cell data can be probed with linearly interpolated data. This can help resolve the undefined behavior when a line is probing along the boundary of a data set with cell data.
