Filter Degenerate Cells

Stephen Hogarth requested to merge shogarth/vtk:fix_filter_degenerate_cells into master

Check for degenerate cells before adding them to avoid sending singularities in this output. If all the points in the cell have the same id, downstream filters will not be able to do things like calculate normals because the cell has no surface area.
