BUG: Fix testing setting

Eric Larson requested to merge larsoner/vtk:testing into master

Based on the code and the fact that a bare -GNinja config had 7340 targets and new one with -DVTK_BUILD_TESTING=OFF had 4021 targets, I think this default value needs to be updated.
