Refactor WebGPU internal sources and headers

Jaswant Panchumarti (Kitware) requested to merge jaswant.panchumarti/vtk:move-internals-webgpu-private into master
  • This commit moves the Internals to the end of the filename. This is consistent with all other uses of internal classes in VTK.
  • Organize the internal classes inside a Private subdirectory.
