Allow parallel to be built without rendering

The only classes in vtkParallel that require rendering are: vtkCompositeRenderManager vtkParallelRenderManager and the function that takes a vtkPolyDataMapper in vtkPipelineSize if these were handled with ifdefs and subclassing vtkParallel could be built independently.
