deprecate INVERTIBLE_LUT ValuePass mode

The SGI patent on floating point textures expired in 2016. Mesa has had unconditional support since then and other implementations typically had it before then. We can now drop the original deferred rendering hack where we scaled and biased values into 24 bits and instead draw and retrieve values directly.
