VTK data object validity checker

It would be useful to have an external means of determining the validity of a vtkDataSet-derived object (e.g. does the length of the point data array match the number of points, do the point ids described in cells correspond to valid points). There are a lot of external VTK dataset writers in the wild, and this feature would allow us to sanity check a dataset before it crashes somewhere else in the guts of a pipeline.
