OpenGL2 bug (VTK 6.3 and 7.0.rc1)

OpenGL2 bug only, OpenGL is fine.
When using multiple renderer layers, extra cells appear in the additional renderer layers.
I have a pipeline with 3 renderer layers. Layer 0 is always fine.
Layer 1/2 is where the bug is...

when showing a vertex cell: an extra line cell is shown with one point at the vertex, and the other point at the origin

when showing a line cell: an extra vertex is shown at one of the line points; an extra tri cell is shown, using the two line points and the third point at the origin

when showing a tri or quad cell: an extra vertex is shown at one of the cell's points
