BUG: Add a "Refresh" capability to the exodus reader that re-reads time information from the data files and outputs (through information keys) the intersection of the time values/steps that all serial readers can read; Fix construction of temporal element data; Fix CanReadFile() so that errors opening the file are caught correctly
