Move vtkm:: operators from global namespace to vtkm namespace

Robert Maynard requested to merge robertmaynard/vtk-m:vec_operators_in_vtkm_namespace into master

The Vec, Range, and Pair free function operators are all now in the vtk-m namespace to help with ADL lookup.
