Rename RuntimeDeviceTracker to get remove 'Global' from name

This solves the naming issues brought up in #352 (closed). I have another MR that refactors the internals of the class to make construction of the class faster, and fixes some circular dependency issues between the runtime tracker, logging, and device names.
