Address OLCF Ascent tests failing

The MR !2638 (merged) introduces a new CI build that runs at the OLCF Ascent (A scaled down cluster replicating OLCF summit).

The following tests are currently unable to run at the server due to multiple reasons, many of them related to its architecture and environment:
