VTK-m worklet testing needs to be refactored now that Dispatchers are not templated on device

VTK-m now builds all devices for each dispatcher invocation.

The worklet tests should now be built as a shared library with the default device adapter as Error. Than we have a per device executable that mimics per device UnitTests and sets up the proper runtime device.
