Do not use policy for VTK-m filter

This change corresponds to VTK-m MR !2093, which deprecates the use of
policies when executing filters. Instead, filters can specify what
fields they support themselves.

For reasons I cannot fathom, the use of
VTK_MODULE_ENABLE_VTK_AcceleratorsVTKm to check the existance of VTK-m
has stopped working. (It started being true even when the VTK-m
accelerator option was set to false. This was happening on every
dashboard even though I could not replicate it on my system.) Convert
this to a more explicit check that we can control.

When VTK-m is compiled under VTK, the default cell sets are changed to
accomodate VTK's cell sets. Thus, it is no longer necessary to define
custom cell sets. (The type previously used to set them is also gone.)

Disable parallel tests when CUDA is enabled
