When using the superbuild to install on a system instead of creating a
package, you generally don't want the libraries specified by
USE_SYSTEM_foo to get pacakged up into the install, since they will
remain on the system being installed on anyways.  This leaves the
current behavior as default but allows you to turn off the bundling of
external dependencies.

This should really be handled by LLVM's CMake but it's only addresed
for GNU compilers.  This will ensure C++ 11 is applied for all
compilers.

We now build osmesa 11.2.2 with Gallium-LLVM as needed by OpenGL2
backened.

Also added llvm package to superbuild as LLVM is now a required
dependency.

This fixes an ~"aprintf_l not declared" error that started
showing up on bigmac in visitbridge and cosmotools. Unknown what
changed recently to make it necessary. What it does it ensure we
can actually use the mac versions of locale related iostream stuff.
