Terminal: make kwsysTerminalStreamIsVT100 public

kwsysTerminalStreamIsVT100 can be used to check if one is running in an interactive terminal and customize the output accordingly. In a follow-up MR I would like to use this to add a progress bar for the cmake generation step.
