Support skipping CI gates with a flag

It should be possible to skip certain CI gates (e.g., missing results but not if any are failing) with a flag to Do: merge. This may also involve elevated permissions.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
