CI pipeline discovery broken by GitLab 13.3

After updating to GitLab 13.3, CI pipelines for merge requests from developers' forks are created in the parent project. Currently ghostflow-director only look in the MR source project for a pipeline, gives up waiting for GitLab to create one, and then creates a new one.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
