This removes all mention of shiboken and qt4.
It also removes the hydrology app bundle, as master should
no longer require separate apps for separate workflows.

Also, bump ParaView a little.

CMake only cares whether the variable is set; it does not care about the
value of it, so don't set it if we're not using.

So cmb can add VXL tests accordingly.

This change caused plugins to no longer be properly loaded when testing
a CMB built outside of a Superbuild

Code has been reverted to its original state

Packaging is not supported yet. OpenCV might need other options passed
to use Qt5 as well.

Also remove redundant items in versions.cmake file

Note - this swtuched off overide warnings introduced in VTK for
SMTK and CMB

DSMTK_ENABLE_MOAB_DISCRETE_READER should be off by default because vtkCmbMoabReader in discrete session may only be needed for debugging purpose

The Boost project handles this.

Rather than defaulting smtk to be built, instead just require smtk from
cmb.
