Do distributed resampling in the volume plot.

The issue before was that we couldn't use shaders via the software
path.  With the updated Mesa, now we can.

I'm hoping that this is the start along a series of commits which
will allow me to remove the terrible ugly + hacky
"OnlyRootNodeHasData" in the NetworkManager.
