I updated several files for the 2.8 release. I updated the INSTALL_NOTES
to reference 2.8 instead of 2.7.3, I updated the date on the splash screen
to September 2014, and I updated the version in build_visit to 2.8, and
I modified build_visit to download files from the 2.8 release instead of 
the trunk.
