1) I cleaned up the 2.6 release notes.

2) I modified the Cartographic Projection operator so that it has a default
   value for the projection type.

3) I removed the coding that launched a chaos 4 version on some platforms
   from the llnl custom launcher. Those machines are either retired or have
   been upgraded to chaos 5.

4) I commented out support for h5part from the hitit config site file since
   the h5part library had a run time link error on that machine.
