1) I enhanced the PF3D reader so that it now reads the new multi level
   file format. This resolves #2441.

2) I corrected a bug with the PF3D reader where the time and cycle were
   reported as zero for all the time states accessed after the initial 
   time state accessed. This was caused by the PF3D reader returning zero 
   for the time and cycle when it hadn't read the file yet instead of 
   INVALID_TIME and INVALID_CYCLE. This resolves #2444.
