I back ported a change to the build system from the trunk to the 
2.7RC that added -DMPICH_SKIP_MPICXX to VISIT_PARALLEL_CFLAGS and
VISIT_PARALLEL_CXXFLAGS. I also added a blurb to the release notes
about the change.
