I removed some parallel and scalable-parallel-icet netcdf tests from the
skip list since they now pass. The reason for this is that Brad Whitlock
changed the behavior of the missing data filter and added a few of the
netcdf tests to the skiplist back in January. Gunther Weber then made some
more changes to the filter last week restoring some old behavior where it
didn't convert the meshes to unstructured if there was no missing data.
So now the tests pass again.
