Make fortran a semi-required variable. There is no way to get around using AC_FC_WRAPPERS without defining AC_PROG_FC. So even if user doesn't want MOAB compiled with Fortran support, configure will still expect his system to have a functional fortran compiler. This should be fixed in the future.
